Change Title to Indicate Locale #130

At https://stl.movementmatch.org/ the top line is Movement Match.

Can we make this a site variable such that it can read: "Arizona Movement Match" or "St Louis Movement Match"?

Alan, could we make this a priority and move at the same time you implement the confirmation page?

Kurt, can we do this when we implement question groups?

This is in all environments.

Correction: the configuration is in all environments, it's also on the header on the "Organization" pages. It is not on the search/match page yet.
