I have written an E-Mail to OpenStreetMap foundation about this issue.
I have received an answer:
We discussed at our LWG meeting, and we think that systematically generating a description of the image based on the OSM object would probably be an extraction that constituted a Derivative Database. This could present an issue, as ODbL data (the extraction) is not inbound compatible with CC-BY license (like that used by Wikimedia Commons). Possibly you could make clear that the generated descriptions are ODbL licensed and not CC-BY licensed by keeping them off by Wikimedia Commons directly and just having a link to them.
As the automatic creation of image descriptions was one of the core features of this app, I will for the moment not continue to work on this project.
When automatically creating image description pages from OpenStreetMap data, I have to make sure that the app doesn't violate the ODbL license of that data.
