Update input_message JSON files with Final Performance Data

JSON files for each persona now updated with reformatted performance data arrays, including MPOG goals, all benchmarks, and 12 months of data (in 2023) for each measure.

Created a new branch from main to implement this through, that way the weird changes in the last input message editing branch that are tied to our deprecated codebase doesn't have to manually approved.

TL:DR Human error removed
