create CEDAR message templates for pilot with graph-readable JSON

Problem: When CEDAR-based message templates are updated automatically as metadata items, data from newer fields are unreadable by rdf lib.

Proposed solution: Recreate/repopulate message templates from the existing CEDAR template completely on an as needed basis
