revise top performer message to say "at or above" benchmark #195

Problem: The top performer and top 25% message templates say the recipient's performance is "above" the benchmark, but the pipeline recognizes these messages as acceptable when they are equal to or above the value of the benchmark.

Solution:

  1. Revise the top performer and top 25% message templates to say "at or above" the benchmark
  2. Develop a new solution to recognize this difference and adapt messages accordingly
