decide which message templates have additional text, such as dashboard links and measure details
add additional text to the "full message" column of the message library spreadsheet
add additional text to the CEDAR and GitHub versions of the message templates

Is additional_text likely to be mostly a localized piece of info? If so, consider not including MPOG specific info in the CEDAR templates....
