Remove catalog-v001.xml from tracking #80

Allow the individual users to resolve the imported ontologies however they see fit.
Add a script to provide base behavior for downloading used ontologies into imports for the convenience of Protege and other catalog utilizing software.

122 Addresses the underlying issue that motivated this ticket.

It standardizes the files used in the imports directory, and corrects the URIs of the import statements in the ontology. In order to keep a multi-contributor ontology project functioning, we'll need a reasonable method for adding/removing ontologies that FIO imports.
