RSK testnet deployment #1

Description

This PR enables RSK testnet deployment:

deploys to testnet with mocked presale to be able to manipulate the timestamp
deploys some custom ERC20 tokens to be able to mind and play with them. It's not using SOV nor Zero yet
provides some helper hardhat tasks to manipulate de deployed contract

Pending tasks to be added in another PR:

Use real SOV and Zero
Add some flags to deploy (or not) mocked contracts
Investigate why some transactions require higher gas
Configure deployment parameters (percentages, etc) based on the environment
