Reduce archiving delay to 1x #1228

Reduce the post-archiving sleep to only 1x the time the archiving took instead of 6x. This should reduce the clock time of the nightly archive by 5x allowing us to free up the connection sooner and possibly reduce the Apache TimeOut down.
