Move documentation to Jupyter Book #135

Creates a Jupyter Book for documentation. Will replace the Wiki.

As we have long used the GH Wiki, after this is merged I will delete all Wiki pages so that information doesn't get out of sync but will keep the Wiki landing page with a pointer to the new documentation so it is easy for people to find.
