increase metric reporting #175

I think this is sufficient to close #158

Can still consider in the future a potential future enhancement of adding cloud watch agent for more elegant metrics. (Will make separate issue for that)

Note that I have tested the pieces of this in a locally running Docker but have not (yet) tested in a true DCP run.
