Clarify for new contributors where to run `make html` from in PR template #1275

I have made the following changes:

Made it clearer in the PR template where make html needs to be run from, as it is a potential gotcha if you have never built the docs for this repo.

Whoops, I thought this was closed and was testing something for another PR. Let me revert that change.
