Sms Notification issue. #181

Santoni dos 16.0.

No sms notification with default sms app when device in sleep mode, notification will pop when power button pressed & device screen turned on.

Battery Optimization turned off by default. Using owner profile. Tested SimpleSms working fine.

This issue was only fixed for 18.1+, still pending further backport.
