Setup proxy infrastructure #245

Why not make a proxy for HTTP/HTTPS connectivity checks, HTTPS network time, NTP (for Qualcomm XTRA), Broadcom PSDS cache, Qualcomm PSDS (XTRA) cache, SUPL proxy, attestation key provisioning proxy and Mulch component update check/download proxy. I am largely opposed to such a proxy, users can use their own Tor (with stream isolation) or VPN of choice.

This also requires more sustainable funding for the project to cover the server costs.

DivestOS only currently averages $300 a month in donations despite providing years worth of consistent updates and improvements. Servers to run this are not in the budget.
