Example: 640M Selected 1.5x Rate Selected

Arrow Scroll Speed becomes 640 * 1.5 (~ 960M), simply needs the rate multiplier to be removed from the calculation if the selected mod isn't an X-Mod. I believe this will also resolve the issue for the C-Mods glitching out in the same way.
