Renamed the HOLD_EFFECT_EV_BOOST #469

As a followup of my previous PR (#468), I'm renaming the Hold Effect used by the 6 "Power Items" because boosting EVs is not the only thing they do.

Closing due to the following reasons:

The original PR has been closed.
The feature branches are being now mantained by the ROM Hacking Hideout Organization, so the new PRs will be submitted there.
