Update the Python version from 3.6 to 3.8 in the PythonAnywhere quick deployment.

Changes in this pull request:

pip3.6 install --user pythonanywhere was updated to pip3.8 install --user pythonanywhere which is the latest version in PythonAnywhere.
Also the _pa_autoconfiguredjango.py argument was modified from --python=3.6 to --python=3.8
