docs: create the "docs/" folder and move most of documentation files there #534

Two motivations for this change:

The number of files inside the ".github/" folder start to become important. By moving out the documentation related files, the remaining files focused more on the CI part of the project.
The README file would be at a better location if put back into the project root folder.
