A complete overhaul of the build system to use dub, refactoring to move the pretty pyd stuff out to https://github.com/John-Colvin/ppyd, remove unecessary _loaded variable, change of the magic arguments to be appropriate for dub

Gonna merge this straight away to get this moving, it's very much in alpha stage at the moment anyway.
