fan1 is repeating output to cpu/mobo when it is in the only fan output #18

What steps will reproduce the problem?
1. sensors:
gl518sm-i2c-0-2d
Adapter: SMBus Via Pro adapter at 5000
+5V:         +0.00 V  (min =  +4.68 V, max =  +5.18 V)
+3.3V:       +0.00 V  (min =  +3.74 V, max =  +4.14 V)
+12V:        +0.00 V  (min = +15.69 V, max = +17.36 V)
Vcore:       +2.03 V  (min =  +3.74 V, max =  +4.14 V)
fan1:       15000 RPM  (min = 1200 RPM, div = 8)
fan2:          0 RPM  (min = 1200 RPM, div = 8)
temp1:       +27.0°C  (high = +80.0°C, hyst = +75.0°C)
beep_enable:enabled

What is the expected output? What do you see instead?
Sensors:   System Temperatures: cpu: 26.0C mobo: N/A
 Fan Speeds (in rpm): cpu: 13333 mobo: 13333 fan-2: 0

clearly something is glitching in sensors with this input.

Redid fan sensors logic, there were some bugs in there, it should work for this 
case, and ideally overall fan speed output should be slightly more reliable, 
though 
long term it will need some more work.
