Remove minio exceptions from test-values kyverno polices

As requested in https://repo1.dso.mil/big-bang/product/packages/gitlab/-/issues/264, the minio exceptions should be removed if possible. The original request was to make a patch to gitlab's upstream helm charts so we can provide a configurable securityContext to the minio subchart from the gitlab chart. Recent testing is showing that CI passes without those exceptions in place already so we should consider removing them now.
