Work out and set up an induction process for the CNC router #950

Maybe we can have a fee per use of the machine if you're using the DoES-owned cutters (to cover most of the wear-and-tear), and then an extra fee if you break a cutter (to encourage people to learn how to use them properly, without necessarily penalise you completely if you're unlucky while learning - i.e. the fee for a broken cutter shouldn't be as much as a new cutter).

If you're doing a lot of CNC work, you'd likely get your own cutters, and then you don't need to pay the per-use fee.

Open for comments. I would propose that this sort of system should be adopted across DoES, with use of the KISS approach of course.

Can we work out a list of trainers and induction slots for this, much like we do for the laser-cutters? Can we get a few more people on the trainers list? @MatthewCroughan or @RussCoty maybe? What would they need to do to get added?

I (and I think others) don't have an easy answer to the question "how do I get inducted on the CNC router?" other than "come along to maker night", and it'd be nice to fix that.

@Sean-anotherone I've read through your sheets, would you mind if I adapted those and formatted them in such a way that they're representable on the wiki with headings, and more details on how to operate the machine?

Would any of the people that know how the CNC machines work be happy to put themselves forward to do inductions, similar to the laser inductions? As far as I'm aware, that would be @goatchurchprime @magman2112 @Sean-anotherone @MatthewCroughan @RussCoty and @amcewen. Anyone else?

Obviously I don't expect that all of you will be available at all, or indeed want, to do this, but if we can start to put together a list of potential inductors, that would be very useful.

@DoESsean I'm happy to do them providing everyone else agrees, and so long as I'm only required on Maker-Night, or with notice.

It would be good if the main users of the CNC (@RussCoty, @Sean-anotherone, @norru...) could update the wiki page for the CNC router too, particularly the safety precautions section. I've updated the page a bit, but some more experienced users' input would be appreciated.
