Update dependencies. #54

This pull request updates dependencies for this application. I've also switched Python dependencies to load with Pipenv for a sane update/lockfile workflow & updated the Serverless wsgi.handler to wsgi_handler.handler as instructed by the deprecation warning.

I've deployed this to dev & QA and everything seems to be in working order.

Oh sweet, Pipenv is finally ALIVE!!! It was demo'd at Pycon 2018 as a way to update from pip + virtualenv. YAY!!!
