Reportback rotation not always working during RB review #6380

BUG

Current Behavior

During the Reportback reviewing party, while reviewing RBs I rotated an image and after saving it doesn't seem to have actually saved with the adjusted rotation. See https://www.dosomething.org/admin/reportback/143997

Desired Behavior

When reviewing RBs and rotating images, after saving the reviews the RB is rotated permanently.

Steps to Replicate

Depends on reviewing and if an image needs to be rotated to correct it.

Why This Matters

Lopsided RBs getting approved for the gallery.

refs: https://github.com/DoSomething/phoenix/issues/5112 -- but @weerd just tried to clear cache and the RB rotation didn't save/
