Look into why Debian virtualenv is broken #42

We are upgrading virtualenv via PIP, per #41 going to look into why this is and either fix virtualenv or just use PIP to install it.

It seems the Debian package python-virtualenv is broken, installing virtualenv along side will fix this, but will also install python 3.x if not already installed
