DBIx::SearchBuilder >= 1.66 ...MISSING #12

Looks like 4.0 needs SearchBuilder 1.66 however there is no package for it on wheezy

Looks like this is needed to use PostgreSQL. Looking into why the packaged version did not need it. I have a feeling they upped the version from what the packaged required

SearchBuilder was added by 4.0.22 https://github.com/bestpractical/rt/compare/rt-4.0.21...rt-4.0.22

We may need to step down the release to 4.0.21 to fix this issue. Still have the other Issue #11 open

Since we will be using packaged software we can close this. Only for upstream builds
