DB Script to create RT DB #18

Create script to create RT DB user and database for RT. May want to create one and populate it with some sample data, then just use that DB and attach it

Create script to create DB User and set password, first boot change password like the symfony app. Then import a database that I have setup. Finish apache2 config

Database config is at /etc/request-tracker4/RT_SiteConfig.d/51-dbconfig-common

Adding files to /etc/request-tracker4/RT_SiteConfig.d will include them in the site config. Probably will create files here va overlay for config, just need to run the update-rt-siteconfig OR use an overlay for the final config file.
