Add support for Users for Repository Viewing Access (private documentation repos) #2

Add logic to handle concept of an authenticated user to the Users of a repository. Currently we have Contributor, Owner - need to add an AllowAccess flag.

We need:

Repository RequiresAuthentication
RepositoryUser AllowAccess
