Add rtd config and move doc requimrnets to optionals #24

These are change that I think are needed to get the docs building on readthedocs.org

Since this is pure dev maintenance, I'm going to self merge.

I've enabled PR build previews on RTD for this, so when we get around to spiffying up the docs, we should be able to see that.

@rcaneill if you have an account at read the docs, I think I can add you as a maintainer there.
