Added a command to suppress active config notices on startup (/ne suppressnotices), rewrote the config system to better accommodate for this, and adjusted classes as needed.
Commands:/ne - Shows the command help section
Permissions:noencryption.* - Grants all permissions (currently only permissions for commands, and /ne suppressnotices).
noencryption.usecommand - Permission for /nenoencryption.command.* - Permission for all commands after /ne (currently only permissions for commands, and /ne suppressnotices).
noencryption.command.suppressnotices - Permission for /ne suppressnotices
