Bug: time limit often starts off expired in SEB #1647

Frequently (maybe 25% of the time), when loading a timed exam in Safe Exam Browser, it opens the exam with the Time Remaining panel stating Time Expired. The exam still works and accepts answers. Reloading the page typically shows the correct time left. Occasionally, one needs to reload multiple times to get Time Expired to change to the correct time left.

Could this be cause by a race condition in PHP calls?
