alex: I just had a random thought from nowhere; if magento admin settings use the core/config module, would it be useful and feasible to override the save method to generate an upgrade script with the newly created changes. This would allow use of the admin panel for config changes, and still generate source-controllable config updates? I mean, with obvious exceptions taken care of. A feature request for Devel maybe?

Jonathan: Technically possible but I do see a few reasons why you wouldn't want all changes to be recorded
alex: obviously there will need to be some logic, no need to work it out here I was just wondering if the idea was worth considering.
Jonathan: Devel could at least generate a log of config changes and give the developer some options
