Improved Panels

• [DONE] If the screen is too short, you can't reach the bottom panels. Same for the close button.
• [DONE] A click on an open panel should close it.
• [DONE] The hover style of buttons should be applied when panel is open.
• [DONE] Panel width should not be hard-coded but rather a setting.
• [DONE] Panels should be resizable by dragging.
• [MOVED to milestone 2.0] Would be nice if panels could be "detached" (move to Milestone 2 or 3 if not straight-forward)

We are progressively getting rid of static panels. Each tab will have a close button.

We now need to change panels to generic (unlimited num of every type) and redesign placement and aspect.

Menu has been merged back in to panels.
