Improved menu

• The current menu has centering issues (it depends on what is floating left and right)
• The menu is getting too long (too many items). Find a usability solution. Think about panels (search issues) when doing this.

Note: not all features in the list need to be implemented. We are listing them here to help define what the top level items in the menu should be.

We're trying to get all static panels into the menu to allow adding panels/tabs dynamically around the screen: Each panel would show as little as possible of its tab. On hover you would see more of the tab. A click would unfold the tab. A little x on each tab, accessible whether the panel is accessible or not, allows to close each tab.

Once we develop a system for saving state between reloads, add tabs to state.
