Allow users to do the following:

[x] Log in
[ ] Update email
[x] Change password
[x] Recover account
[ ] Delete account
[ ] Create a group
[ ] Manage a group (Add/Remove users)
[x] Upload a torrent
[ ] Manage a torrent

Registration works. Passwords aren't forced to have minimum length yet. Also does not send registration email yet.

In regards to group creation, will they need to be moderator-approved?

All "relevant" groups will have a group page premade for them, and the group leader can "claim" the group later.

A new group could make their group page, but there will need to be some form of moderation.

As I suggested in IRC earlier, having a section of the moderator/admin control panel for policing the creation of new groups would probably be the most ideal solution.
