Contact not listed if module mainling not active and contact has no email

Environment

• Version: 13.0
• OS: Debian 10
• Web server: Apache
• PHP: 7.3
• Database: PostgreSQL 12
• URL(s): https://erp.xxxxx.xxx/contact/list.php?sall=alice

• Expected and actual behavior

  Finding contact even if they don't have any email

Steps to reproduce the behavior

• Install Dolibarr 13 without enabling the mailing module
• add a contact without email
• search this contact through the search box on the left searchselectcombo

And we cannot find this contact
