Imported services without VAT break the Proposal trying to add them #25360

Bug

I've imported several services. VAT field is not mandatory, so I didn't fill it.

When I've tried to add any of these services into a Proposal, a white screen (WSOD) fired (the proces is bronken, without any error message).

Not sure if we could make the VAT field mandatory. I suppose not, because some countries, etc. don't use it.

Then:

  1. When this error is fired, a comprehensible error message should be shown.
  2. Maybe these products/services (in a country with VAT enabled) should be listed in a system warning or a similar way.
