Port to vt

The proxy needs to be ported to use the virtual transport library. This will allow us to explore different migration strategies in an AMT context

Initial porting is done. Still need to add the following that worked with MPI:

• Load balance injection
• Timings
• Calculation and dumping timing stats to yaml file

The basic port is done. More fine grained timings can potentially be added later
