[BUG] HOMEBREW_CLEANUP_MAX_AGE_DAYS do not work for --cleanup

Bug

brew autoupdate start 86400 --cleanup do not cleanup files even set HOMEBREW_CLEANUP_MAX_AGE_DAYS to 0.

How to reproduce

• run export HOMEBREW_CLEANUP_MAX_AGE_DAYS=0 to set HOMEBREW_CLEANUP_MAX_AGE_DAYS to 0 in terminal
• Install something to ensure that there are something to cleanup, and use brew cleanup -n to check it
• run brew autoupdate start 86400 --cleanup --immediate to start autoupdate
• wait for the notification of finishing from autoupdate
• run brew cleanup -n again and find that autoupdate do not cleanup files
