Introduce CODEOWNERS for change protection of existing templates #468

Right now with the constant growth of the number of templates it's becoming more and more difficult to control who is allowed to request changes to which templates. Introduction of CODEOWNERS or similar in connection to review rules would allow to automatically cover for that (in short: past commiters need to review and approve before the change is reviewed by the repo admins).

A prototype is set in https://github.com/pawel-kow/Templates repo with help of https://github.com/mergeability/mergeable See configuration in https://github.com/pawel-kow/Templates/tree/master/.github
