Add linter and automatic version check to the files changed by the PR

Features:

• [x] run linter github.com/Domain-Connect/dc-template-linter for all changed/new files
• [x] check if version update is needed for all updated files
• [x] write/update comments to the PR if issues are found
• [x] remove comments if issues are not found
• [ ] add JSON schema check
