Create camera server with WebRTC stream

Description

Setup a GStreamer pipeline to connect to the USB web cam and provide a WebRTC video stream.

Definition of Done

• [ ] Camera server establishes connects to the USB web cam
• [ ] WebRTC stream is viewable using a test client

Blockers

• [x] Testing with hardware will be blocked by #1
• [x] An off-the-shelf WebRTC client can be used for testing but it may be easier to test with the output of #3

3 was moved to the second sprint, so will use a pre-existing WebRTC test client to unblock
