Add cli rcon #13

I saw someone in the discord talking about a CLI client, thought this would be a cool addition

If you can point me towards an existing RCon CLI client, sure.

Don't have the spare time to write one myself right now though.

From what I've seen it only allows using the Messages.json, not directly passing commands.
