Idea: Minimum Number of Seats Required #1

It would be a good idea to set minimum and maximum number of seats required for each party/state. For example, I was using this tool to help with my project about how to reform Canada's awfully crappy redistribution system in the House of Commons. While this tool is by far the best apportionment tool out there, by adding minimum seat requirements for each party/state (in this case province/territories) it can even better this site.

For example, in Canada according to the previous Fair Representation Act, provinces were entitled to a minimum of 4 seats, while territories could only have 1 seat. So, by adding a feature where I could set the minimum and maximum number of seats entitled to each state/party, this site could better help people understand the idea of apportionment.

This could also help with expanding this site to include systems including the _Additional-member system_.
