At the moment, the issues page of the repository https://github.com/DominikPeters/pgf-tikz-html-manual/issues is not used to track the issues, which appears to be rather confusing.

You could go to https://github.com/DominikPeters/pgf-tikz-html-manual/settings and untick this option:

Or alternatively edit the GitHub issue template to redirect people to this repository instead (as well as including a link in the README).
