cut off note title to fit max file path

Description

Added two config values to cut off titles that are too long: a maximum length and a cut-off string

Motivation and Context

Fixes https://github.com/DominikPieper/obsidian-ReadItLater/issues/160

How has this been tested?

Saving links with different lengths and playing with the config values
