One of the things that makes a game like magic fun to me is the card stack during a turn. A card stack is defined by counters to plays, and responses to those counters, that occur within a single action/resolution.
It would be interesting to include other Tactical elements to the passing of bills, tools you have access to stop bills from passing.
Another good question is to keep a close eye on the amount of bills that get passed. I would like to have a tally or some other stat on how many bills are attempted, passed, and failed. Additionally I would like to see just how the negative effects of Bills play out (when they are remembered.)
Power imbalance, Duel decks, tourney. Mono decks
