Remake README.MD (temporary file) #25

take a look. didn't change much. other than the starting area.

I don't think it's necessary to add the readme_wip.md to the RD Shader List repository right now. You can also create your own RenderDragon Shader List in a forked repository. Since the RenderDragon Shader List includes all information related to RenderDragon Shaders, if you create your own new RenderDragon Shader List, we can add it to the RenderDragon Shader List under a new Utility Service section.
