added flag icons for language 🇰🇷🇧🇩
moved newb to the top as it's one of the most well maintained shaders
renamed Utility to Utilities
added some spacing in the list for better visibility
fixed some typos
added newb v15.49 links
removed my readme_wip as i don't intend to update it

also, you might want to check my suggestions in issues

The Table of Contents is automatically generated and managed by the Markdown All in One extension in VSCode. Please do not modify it separately. Moving Newb X Legacy to the top of the list seems like a good idea. However, it would be better to place it right below YSS RD.

if that's it then put it under yss.

and also it would be better to put other regularly maintained shaders on top too.
