Need to add the following elements to the BillingProcedureExtensionDimX table to support calculating the NCR.

Need to create a BillingTransactionExtensionFactX table to support getting the correct UMG Financial Class

Updated the BillingProcedureExtensionDimX table with the FPSC Category and FPSC Transaction Type
